Stop the April 1st Cut to Medicaid ABA and Reject The Center for Excellence

In the 2025-2026 enacted budget, Governor Hochul provided the Department of Health with the authority to reduce the Medicaid ABA Benefit by a total of 25%. The first cut (12.5%) took place in October 2025. The second cut is planned for April 1, 2026. The Medicaid ABA benefit only became available to families in 2022, while families with commercial insurance plans have had uninterrupted ABA coverage since 2012. Families who have just gotten access to medically necessary care are now at risk of losing it. In a recent survey, 73% of ABA company respondents reported that they would likely need to leave the Medicaid network if the April 1 cut to ABA goes through. In the Governor's 2026-2027 budget, she has included further cuts to ABA in addition to a proposal for a Center of Excellence designation for providers who will gatekeep access to ABA services. We fear this proposal will limit access to care and may deny access altogether for some families,
