Pepco cheated solar for all customers, failed an audit, and want us to foot the bill - tell the PSC that DC residents say NO WAY!
Pepco’s latest dirty trick: taking money from Solar For All customers, getting caught, and now, trying to stick DC residents with the bill of their failed audit. The cost? Over $360,000.
In 2023, Pepco was found to have been cheating solar for all customers of savings on their energy bills, significantly undercounting bill credits from their solar generation.
As a result, an auditor needed to be hired to dig into Pepco's data and assess its truthfulness. However, Pepco failed to provide the required billing data in a timely manner, which prevented the auditor from performing one of the core purposes of the audit. Now, as a cherry on top, Pepco is trying to weasel out of paying the audit they delayed and meddled with - instead electing to shove the cost onto DC ratepayers. Plainly, this is a scam.
To address these issues, the Office of the People’s Counsel (OPC) and DC government filed official comments asking the Public Service Commission (PSC) to force Pepco to pay the cost of the audit, not ratepayers, and the PSC is proposing tightening up the rules on Community Renewable Energy Facilities (CREFs) to prevent Pepco pulling this trick in the future.
Here’s where you come in: We need to tell the PSC that ratepayers support this rulemaking, that we support OPC’s recommendations, and that the PSC should explore taking control of net metering.

We strongly support DOEE’s cost estimates to get solar for all customers their money back
We strongly support the proposed rulemaking to tighten the CREF rules to prevent this in the future
The PSC should explore their authority to take control of solar and DER metering to get Pepco out of the picture entirely
