The Commerce and Labor Committee accepted an amendment to HB 225, the bill that would phase out subminimum wage in Ohio. However, the committee did not schedule the amendment for a vote last week. The next step is for the committee to place HB 225 on the agenda for a vote next week so the bill can continue moving forward.

This could be the bill’s last chance to be scheduled before the fall, which would significantly delay Ohio’s progress toward ending subminimum wage.

The amended bill would:

  • Phase out 14(c) certificates over five years

  • Stop the issuance of any new certificates in Ohio

  • Provide a thoughtful transition plan to support individuals, families, and service providers throughout the phase‑out

The amendment strengthens this process by ensuring the transition is steady, understandable, and supported. It helps everyone know what to expect and ensures the phase‑out is carried out responsibly.
