Why a Special Session is Needed- Medicaid (HUSKY) SNAP & Marketplace Priorities
The current federal administration has given tax breaks to corporations and billionaires in passing HR1, with massive cuts to Medicaid (called HUSKY in CT) and SNAP, and allowing tax credits to expire that have made health care on the exchange affordable for thousands of Connecticut families. With the federal government shutdown, it is even more critical that our legislature, in Connecticut, acts now to prepare for these cuts and changes, including the following Core Emergency Actions in a special session this fall:
- Transfer funding from the $1.9B surplus into a dedicated account to protect HUSKY and SNAP from federal cuts.
Immediate Coverage Continuity
- Create a statutory backstop so if Congress fails to extend premium tax credits, the state ensures families don’t face skyrocketing health insurance costs.
- Protect access to food and health care - by providing state funding for state residents losing SNAP and protecting HUSKY coverage for all who have it, including immigrants.
- Make up for the funding blocked by the federal government for Planned Parenthood of Southern New England, which provides health care to thousands of people.
Prioritize Mitigating Damage. Invest to ensure Connecticut prevents disruption while planning longer-term solutions. This includes:
- Enrollment Support and Outreach: Write standards into law to fix the DSS call center, and provide grants for community-based navigators and community health workers to guide people through changes in eligibility processes for HUSKY and SNAP. This action is needed NOW to prevent people from losing coverage due to new reporting requirements.
- Work Requirements: Ensure work requirement processes and communications are built in consultation with enrollees to ensure clarity and a process that is feasible. While work reporting requirements for HUSKY don’t take effect until Jan. 2027, some decisions must be made this year.
- Data Protections: Safeguard Connecticut residents’ personal information by strengthening state data protection policies to prevent unnecessary sharing with the federal government.
