Dear Governor Lamont,
The COVID-19 pandemic has already created significant disruptions in our state, as millions practice social distancing, precautionary isolation, and quarantine. As an advocate who supports the right to vote, I am deeply concerned about the impact this pandemic will have on the upcoming primary elections next month, as well as the state primary elections in August and the general election in November. I believe that during a public health emergency, all eligible voters should have the opportunity to participate in our democracy without endangering themselves or their families.
I urge you to act quickly to address this issue. For the upcoming presidential primary, you should use your executive authority to issue an emergency declaration permitting online applications for absentee ballots and to suspend state statute to allow for those concerned about transmission of illness to cast absentee ballots. For future elections, the legislature should pass emergency legislation amending state statute to allow for those concerned about transmission of illness to cast absentee ballots. Such legislation would protect both the public health of our citizens, as well as protect those voters from disenfranchisement.
Connecticut should still move toward full no-excuse absentee voting. Until that is possible, we must ensure that every Connecticut voter concerned about COVID-19 in 2020 can cast a ballot.
