Governor Hobbs: Sign the Funding Bill — Arizona's Prison Oversight Office Can't Wait

Governor Hobbs has shown she believes in transparency.
She signed SB 1507 into law — creating Arizona's first Independent Correctional Oversight Office with overwhelming bipartisan support. That took courage, and Arizonans noticed.
But right now, that office doesn't have a single dollar to operate.
The problem is urgent.
In February 2026, a federal judge placed Arizona's prison healthcare system into receivership — a court-ordered takeover triggered by 14 years of documented failures, preventable deaths, and more than $2 million in contempt fines. Arizona's 34,000 incarcerated people are living inside a system the federal judiciary has declared cannot govern itself.
We don't have the luxury of waiting.
HB 2063 and SB 1032 would appropriate just $1.5 million — less than a rounding error in the state budget — to staff and activate the oversight office the legislature created with overwhelming bipartisan support. These bills passed through committee unanimously. Republican and Democratic lawmakers alike have said: enough is enough.
The solution is right in front of us.
Senator Shawnna Bolick (R-Phoenix) and Representative Walt Blackman (R-Snowflake) have led this effort across the aisle. They've done their part. Now we need Governor Hobbs to do hers.
Governor Hobbs has said: "People who have taken accountability, paid the price for their crimes and put in the work to better themselves deserve a second chance."
A funded oversight office is how the state makes good on that promise — for the incarcerated, for their families, and for every Arizona taxpayer footing the bill when the system fails.
