Support the Implementation of MDTA’s Trails 2035 Strategic Plan for Better Trails | Greater Access

Clint Elsholz, Diablo Range District Superintendent - California State Parks

We, the undersigned park visitors, volunteers, and community members, strongly urge California State Parks to actively support and collaborate with Mount Diablo Trails Alliance (MDTA) to implement their Trails 2035 Strategic Plan (Trails 2035). Achievement of Trails 2035's important goals will fulfill the policy recommendations of the 2016 Road and Trail Management Plan (RTMP) for Mount Diablo State Park to improve trail conditions and access for all trail user groups, especially off-road cyclists and park visitors with accessibility needs.

TRAILS 2035 PETITION STATEMENT
We support the full implementation of MDTA’s Trails 2035 Strategic Plan's stewardship and access goals, especially change-in-use (CIU) bike-friendly trail access proposals and ADA-compliant trail construction initiatives to improve access for everyone.

Our petition signatures affirm community support for the following goals of the Trails 2035 Strategic Plan:

• Greater Access for Off-Road Cyclists
Propose and secure 15 additional miles of singletrack trails for multi-use bike-friendly designation through the CIU process. Increased access for off-road cyclists would improve safety conditions and also circulation, connector and loop options for this large, growing user base.

If ultimately approved, MDTA’s Trails 2035 CIU proposals would increase the off-road cyclist access ratio to singletrack trails at Mount Diablo State Park from 18% to 47%.

• Increase ADA-Compliant Trails Access
Propose, evaluate and help construct two ADA-compliant (e.g., one at Camp Force and one at Muir Day Use Area) to ensure Mount Diablo State Park welcomes visitors using wheelchairs, walkers, adaptive equipment, and families with strollers

• Consistent, At-Standard Trail Maintenance
Help service 50 miles of trails at Mount Diablo by 2035 using at-standard maintenance techniques, prescribed by California State Parks DPR Trails Handbook, to provide durable, sustainable and preservation-focused trail conditions

We, the undersigned, demand action as the stakeholder-driven policy recommendations of the 2016 Road and Trail Management Plan for Mount Diablo State Park have been deferred for nearly a decade. The Trails 2035 Petition brings the public directly into the greater access discussion and demonstrates widespread community endorsement for these critical improvements.

This signed Trails 2035 Petition registry will be presented to California State Parks as part of MDTA’s formal Phase II and Phase III Change-in-Use (CIU) submissions in 2026.

Thanks for your consideration.
