How is the Myanmar Military funded? Oil and gas sale proceeds!

The Myanmar military has a long history of misappropriating oil and gas sale proceeds through opaque accounting. From 2000 to 2009 they recorded earnings of only USD 30 million using exchange rate manipulation, whereas the actual value of sale proceeds was USD 4.83 billion. Where does the difference flow? Right into the military's pockets.

The Shwe Gas project is one of Myanmar’s four main offshore gas projects

It is the second-largest source of foreign currency for the Myanmar military junta, accounting for more than 30% of USD 1.54 billion oil and gas forecast sales for the financial year 2021-22.

POSCO International from Korea owns 51% of the Shwe Gas Project

They also own 25% of the pipeline which transports gas and oil from Rakhine state to Muse on the border with China. Since 2014 The Shwe Gas project contributed between USD 214 million and USD 471 million per year from 2015 and 2019.

The Shwe Gas Project is a joint venture, one of POSCO’s partners is MOGE…

POSCO’s joint venture partners are Gail JJ Ltd, ONGC Videsh Ltd from India, Korean Gas Corporation (KOGAS), and Myanma Oil and Gas Enterprise (MOGE).

MOGE, and its wealth, is now under complete control of the Myanmar military

MOGE is a state-owned enterprise (SOE) and now after the failed February coup, the Myanmar military has access to the accounts of all state-owned enterprises, including MOGE.

This means any international oil and gas company making or facilitating the payment of funds to MOGE is likely to be assisting and financing the Myanmar military in committing extensive human rights abuse and risk legitimizing the military junta.

Military access to oil and gas sale proceeds must be stopped!

Since the Myanmar military’s failed coup in February 2021, over 1170 people have been killed, including 69 children. Over 9000 people have been arbitrarily arrested, with over 7300 still in custody, with many reports of sexual assault, torture, and people being tortured to death while in custody.

The Myanmar military has committed and continues to commit crimes against humanity, including genocide, torture, and rape as a weapon of war.

The solution?

This is not a call for POSCO to stop production. This is a call for POSCO to hold the oil and gas sale proceeds in an escrow account.

POSCO - Freeze the cash flowing to the military junta, and hold it in an escrow account until a democratic civilian government is restored to Myanmar.

မြန်မာစစ်တပ်စာ ဘယ်လို ထောက်ပံငွေတွေ ရနေသလဲ။ ရေနံနှင့် သဘာ၀ ဓါတ်ငွေ့ရောင်းရငွေများ။

မြန်မာစစ်တပ်သည် ရေနံနှင့် သဘာဝ ဓါတ်ငွေ့ရောင်းရငွေများကို မမှန်ကန်‌သော စာရင်းကိုင် အကောင့်များမှတစ်ဆင့် အလွဲသုံးစားလုပ်ခြင်းများ သမိုင်းတစ်လျှောက်လုံး ပြုလုပ်နေခဲ့ခြင်းဖြစ်သည်။

၂၀၀၀ ခုနှစ် မှ ၂၀၀၉ခုနှစ်အထိ စစ်တပ်သည် ရေနံမှ ရငွေများကို ကန်ဒေါ်လာ သန်း၃၀သာ ဝင်ငွေရှိသည်ဟု မှတ်တမ်းတင်ခဲ့ပြီး အမှန်တကယ် ရောင်းရငွေ တန်ဖိုးမှာ ကန်ဒေါ်လာ ၄.၈၃ ဘီလီယံ ရှိခဲ့သည်။ ဒီလောက်ကြီးမားတဲ့ ခြားနားတဲ့ ငွေတွေ ဘယ်ရောက်ကုန်ပါသလဲ။ စစ်တပ်ရဲ့ အိပ်ကပ်ထဲကို အမှန်တကယ် ရောက်သွားတာပါ။

ရွှေသဘာဝဓာတ်ငွေ့စီမံကိန်းက အဓိက ကမ်းလွန််စီမံကိန်း (၄) မှာ တစ်ခုအပါအဝင်ဖြစ်ပါတယ်။

ထိုစီမံကိန်းက အာဏာသိမ်းစစ်အုပ်စုဆီ နိုင်ငံခြားဝင်ငွေ ဒုတိယအများဆုံးဝင်တဲ့စီမံကိန်း ဖြစ်ပါတယ်။ ၂၀၂၁-၂၀၂၂ မှာ ရေနံနှင့်သဘာဝဓာတ်ငွေ့ကရမယ့် နိုင်ငံခြားဝင်ငွေစုစုပေါင်း (အမေရိကန်ဒေါ်လာ ၁.၅၄ ဘီလီယံ) ရဲ့ (၃၀) ရာခိုင်းနှုန်းကျော်ကို ရွှေစီမံကိန်းက ရရှိမယ်လို့ ခန့်မှန်းထားပါတယ်။

ကိုရီယားက POSCO ကုမ္ပဏီက ရွှေစီမံကိန်းရဲ့ (၅၁) ရာခိုင်နှုန်းကိုပိုင်ဆိုင်ပါတယ်။

ထိုအပြင် ရခိုင်ပြည်နယ်ကနေ တရုတ်နိုင်ငံ နယ်စပ် မူဆယ်မြို့အထိ ရေနံနှင့်သဘာဝဓာတ်ငွေ တွေကိုသယ်ယူပို့ဆောင်တဲ့ ပိုက်လိုင်းမှာလည်း (၂၅) ရာခိုင်နှုန်းပိုင်ဆိုင်ပါတယ်။ ၂၀၁၄ခုနှစ်မှာ စတင်ခဲ့တဲ့ ရွှေသဘာဝဓာတ်ငွေ့စီမံကိန်းက ၂၀၁၅ ကနေ ၂၀၁၉ အတွင်းမှာ နှစ်စဉ် အမေရိကန်ဒေါ်လာ (၂၁၄) သန်းကနေ (၄၇၁)သန်းအထိ ရရှိပါတယ်။

ရွှေသဘာဝဓာတ်ငွေ့ စီမံကိန်းက ဖက်စပ်လုပ်ငန်းတစ်ခုဖြစ်ပြီး POSCO ရဲ့ စီးပွားတွဲဖက်က MOGE ဖြစ်တယ်

ရွှေသဘာဝဓာတ်ငွေ့စီမံကိန်းက ဖက်စပ်လုပ်ငန်းတစ်ခုဖြစ်ပြီး POSCO ရဲံ့မိတ်ဖက်အနေနဲ့ အိန္ဒိယက ONGC Videsh Ltd, Gail JJ Ltd,, Korea Gas Corporation (KOGAS) နှင့်မြန်မာ့ရေနံနှင့် သဘာဝဓာတ်ငွေ့လုပ်ငန်း (MOGE) တို့ပါဝင်ပါတယ်။

MOGE ၏အကျိုးအမြတ်ခံစားမှုအားလုံးသည် စစ်တပ်၏ လက်အောက် ထိန်းချုပ်မှုတွင်သာရှိသည်။

MOGE သည်နိုင်ငံပိုင်လုပ်ငန်းတစ်ခုဖြစ်ပြီး ဖေဖော်ဝါရီလ အာဏာသိမ်းမှုအပြီးမှာတော့ MOGEနဲ့အဲ့ ကရရှိတဲ့ အကျိုး အမြတ်တွေအားလုံးက အာဏာသိမ်းစစ်အုပ်စုရဲ့ထိန််းချုပ်မှုအောက်မှာ အပြည့်အဝရောက်ရှိနေပါတယ်။ ဒါဟာ လက်ရှိမှာ MOGE နဲ့ပတ်သက်တဲ့ အကျိုးအမြတ်တွေနဲ့ MOGE ကိုပေးရမယ့် အခွန်တွေကို ကုမ္ပဏီတွေအနေနဲ့ တရားမဝင် စစ်အုပ်စုကို ဆက်လက်ပေးနေတာက စစ်အုပ်စု သက်ဆိုးရှည်ဖို့နဲ့ လူအခွင့်အရေးချိုးဖောက်မှုတွေ ဆက်တိုက်လုပ်ဆောင်ဖို့ အထောက်အပံ့ ပေးနေတာပဲဖြစ်ပါတယ်။

ရေနံနှင့် သဘာဝ ဓါတ်ငွေ့မှ ရောင်းရငွေများကို စစ်တပ်က ရယူသုံးစွဲခွင့် ရနေခြင်းကို လုံးဝ ရပ်တန့်ရမည်။

အကြမ်းဖက် စစ်တပ်ဟာ ၂၀၂၁ခုနှစ် ဖေဖော်ဝါရီလ အာဏာသိမ်းပြီးတည်းက အပြစ်မဲ့ ပြည်သူပေါင်း ၁၁၇၀ကျော် သတ်ဖြတ်ခဲ့ပြီး ကလေးငယ်များ ၆၉ယောက် ပါဝင်သည်။ ပြည်သူ ၉၀၀၀ ကျော်ကို မတရား ဖမ်းဆီးခဲ့ပြီး ၇၃၀၀ကျော်ကို ဆက်လက်ချုပ်နှောင်ထားဆဲ ဖြစ်ပါသည်။ မတရား ဖမ်းဆီးထားခြင်းနှင့်အတူ ရုပ်ပိုင်း၊ စိတ်ပိုင်းဆိုင်ရာ နှိပ်စက်ညှင်းပန်းမှုများ၊ လိင်ပိုင်းဆိုင်ရာ အနိုင်ကျင့် စော်ကားမှုများ၊ ချုပ်နှောင်ထားစဉ် သေစေတဲ့အထိ နှိပ်စက်ညှင်းပန်းမှုမျာ ပြုလုပ်ခဲ့ပါသည်။

မြန်မာစစ်တပ်ဟာလူမျိုးတုန်းသတ်ဖြတ်မှု, စစ်ပွဲအတွင်း မဒိန်းကျင့်မှုကို လက်နက်အဖြစ်အသုံးပြုခြင်း၊ ရုပ်ပိုင်း၊ စိတ်ပိုင်းဆိုင်ရာ ညှင်းပန်းနှိပ်စက်ခြင်း၊ လူသားမျိုးနွယ်အပေါ်ကျူးလွန်မှုများကို ကျူးလွန်ခဲ့ပြီး ဆက်လက်ကျူးလွန်နေဆဲဖြစ်ပါသည်။

ဘယ်လိုဖြေရှင်းမလဲ။

အခုတောင်းဆိုမှုဟာ POSCO ကုမ္ပဏီအနေနဲ့ စီမံကိန်းတွေကို ရပ်တန့်လိုက်ဖို့ တောင်းဆိုတာမျိုး မဟုတ်ပါဘူး။ တရားမဝင် အာဏာသိမ်းစုစစ်အုပ်စုကို ဆက်လက် “ငွေကြေးလွှဲပြောင်းမှုတွ မလုပ်ဖို့နဲ့ အာဏာသိမ်းစစ်အုပ်စုက ထုတ်ယူသုံးစွဲလို့မရတဲ့ Escrow Account တွေမှာငွေကြေးတွေကိုထိန်းသိမ်းထားဖို့” တောင်းဆိုခြင်းဖြစ်ပါတယ်။

POSCO - စစ်အာဏာရှင်ကို လက်ရှိမှာ ပေးနေတဲ့ ငွေကြေးတွေ အားလုံးကို ရပ်တန့်ပြီး ဒီမိုကရေစီနည်းကျ တက်လာမယ့် ပြည်သူ့အစိုးအရ ပြန်မတက်မချင်း စစ်တပ်က ထုတ်ယူသုံးစွဲလို့မရတဲ့ Escrow Account ထဲမှာ ငွေကြေးတွေကို သိမ်းထားပေးပါ။’
