The Myanmar military coup d’état has failed

On 1 February 2021, Myanmar’s military attempted a coup d’état and declared a state of emergency. In doing so it violated Myanmar’s 2008 Constitution, international law and basic rule of law principles. Faced with persistent nationwide resistance, military leaders have failed to achieve control of the country.

Human rights violations and terrorisation of innocent civilians

The Myanmar military unlawfully arrested elected officials and brutally responded to the non-violent Civil Disobedience Movement (CDM) and peaceful demonstrators using lethal force. Civilians have been terrorised with arbitrary shootings, arrests, beatings and enforced disappearances. There are many reports of torture and sexual assault while in custody. Journalists are targeted.

The Myanmar military has killed over 1000 civilians since the failed coup

Since 1 February, over 1150 citizens have been killed. Over 8800 citizens, including children, have been unlawfully detained and over 7000 remain in detention. 26 people have been sentenced to death, including 2 children.

How is the Myanmar military funded? By oil and gas revenue

The Myanmar military gets most of its revenue from conglomerates which it owns or are state-owned. Most revenue comes from joint venture gas projects, mainly with foreign multinationals, worth an estimated USD1.1 billion a year.

TotalEnergies is likely to be the military regime’s single largest source of revenue

France’s TotalEnergies is engaged in joint energy ventures with MOGE along with US company Chevron, South Korea’s Posco and Malaysia’s Petronas. MOGE, TotalEnergies, Chevron and Thailand’s PTTEP are joint partners in the huge Yadana offshore gas project of which TotalEnergies owns 31.24% share.

In 2017-2018, payments MOGE collected relating to TotalEnergiesamounted to almost USD400 million.

MOGE is a state-owned enterprise under military control

TotalEnergies’ business partner MOGE is a state-owned enterprise. The military junta now has control over all government bank accounts, and all funds held in these accounts can be accessed by the military.

The Myanmar Ministry of Planning, Finance and Industry is forecasted MOGE to earn USD1.5 billion in 2021-2022 from offshore and pipeline projects.

Funding the military means the likelihood of continued human rights violations

The Myanmar military has a long documented history of committing serious human rights violations, crimes against humanity and war crimes. Recent attacks on civilians reflect patterns of violence and oppression documented against ethnic groups over the past 70 years. This includes genocide, forced displacement, torture and inhuman treatment, forced labour, sex and gender-based violence and rape as a weapon of war.

TotalEnergies is still paying 90% of financial payments to the Myanmar military

TotalEnergies’s suspension of dividend payments to the military-controlled Moattama Gas Transportation Company (MGTC) in May 2021 was a step in the right direction. However, the suspension only accounted for approximately 10% of the total financial payments from the Yadana project. This means that Total continues to pay the remaining 90%, financial or in-kind, to the Myanmar military.

This includes production bonuses, royalties and taxes. Thus, TotalEnergies continues to provide large sources of revenue to fund the operations of the Myanmar military.

We call for TotalEnergies to immediately suspend all payments to the military junta and place funds in a protected account until democracy is restored in Myanmar.

အကြမ်းဖက်စစ်တပ်က ထိန်းချုပ်ထားတဲ့ နိုင်ငံပိုင်လုပ်ငန်းတွေနဲ့ စစ်တပ်ပိုင် လုပ်ငန်းများကနေ ဘဏ္ဍာငွေအများစုကိုရယူ ပါတယ်။ ငွေအများစုကတော့ ရေနံနှင့်သဘာဝဓာတ်ငွေ့ လုပ်ငန်များမှ ဖြစ်ပြီး တစ်နှစ်လျှင် ခန့်မှန်းငွေ ကန်ဒေါ်လာ ၁.၁ ဘီလီယံနီးပါး ရရှိနေပါတယ်။

Echec du coup d'État par l'armée birmane

Le 1er février 2021, les militaires birmans ont un coup d'État et déclaré l'état d'urgence, en violation de la Constitution de 2008 de la Birmanie, du droit international et des principes fondamentaux de l'État de droit.

Violations des droits de l'homme et terrorisation de civils innocents

Des élus ont été arrêtés illégalement et les militaires birmans ont violemment répliqué au Mouvement de Désobéissance Civile (CDM), en déployant une force meurtrière contre des manifestants pacifiques. Des civils ont été terrorisés par des arrestations arbitraires, la persécution de journalistes et des disparitions forcées, et des cas de torture et d'agression sexuelle en détention ont été signalés.
