The brutal and illegal Myanmar military junta has been relying on Singapore for funds and the supply of arms, equipment, technology and jet fuel, enabling its ongoing attacks against the people.

Since February 1, 2021, the junta has been waging a campaign of terror with indiscriminate airstrikes and shelling, murder, torture, arbitrary detention, rape and the destruction of homes and food supplies.

The UN Special Rapporteur on the situation of human rights in Myanmar recently revealed that Singapore is the third biggest supplier of arms and equipment to the Myanmar military since its coup attempt, in a trade valued at $254 million from at least 138 Singaporean companies.

Singapore also remains a major business centre for the military’s cronies. Some, like Tay Za and Naing Htut Aung, enjoy lavish lifestyles in the city state while profiting from the destruction of Myanmar lives.

Despite UK and US sanctions, Shoon Group of Companies are continuing to operate in Singapore, supplying the junta with jet fuel that it needs to wage aerial warfare against the people.

It is clear that from Singapore, businesses are transacting with the Myanmar military and conglomerates, enriching war criminals and supporting their international crimes. But this can and must be stopped.

Singapore has committed to investigate companies supplying arms and dual use goods, and United Overseas Bank (UOB) has recently imposed restrictions on transactions involving Myanmar. Singapore needs to now do more to help stop the junta’s campaign of terror.

We call on Singapore to:

1.     Introduce sanctions to stop the direct and indirect transfer of arms, dual-use goods, technology, jet fuel, and related transactions, to the Myanmar military,

2.     Block the junta’s access to Singapore’s financial system through targeted sanctions, including on junta banks,

3.     Expedite and make public ongoing investigations into Singaporean companies that have supplied arms, dual-use goods and technology to the Myanmar military.

စစ်အုပ်စုလက်ရှိ အသုံးပြုခွင့်ရနေသော စင်ကာပူ ဘဏ်များ၊ စစ်အုပ်စုအား စင်ကာပူမှ ရောင်းချနေသော လက်နက်များ၊ ဆက်စပ်ပစ္စည်းများနှင့် လေယာဉ်ဆီများအား ပိတ်ဆို့အရေးယူပေးရန်တောင်းဆိုလိုက်ပါသည်။

        ရက်စက်ကြမ်းကြုတ်ပြီး တရားမဝင်သော စစ်အုပ်စုအနေဖြင့် ၎င်း၏ ငွေကြေးလွှဲပြောင်းခြင်းများကို လုပ်ဆောင်နိုင်ရန် စင်ကာပူနိုင်ငံရှိဘဏ်များအား အမှီသဟဲပြုနေခဲ့ရပါသည်။ ထို့အပြင် စင်ကာပူနိုင်ငံမှ စစ်အုပ်စုအား ဖြန့်ဖြူးရောင်းချနေသော စစ်လက်နက်များ၊ ဆက်စပ်ပစ္စည်းများ၊ နည်းပညာများနှင့် လေယာဉ်ဆီများသည် စစ်အုပ်စုလက်ရှိကျူးလွန်လျက်ရှိသည့် အရပ်သားပြည်သူများအား ပစ်မှတ်ထားတိုက်ခိုက်မှုများကို ဆက်လက်လုပ်ဆောင်နိုင်စေပါသည်။

        စစ်အုပ်စုသည် အရပ်သားပြည်သူများအပေါ် ရက်စက်ကြမ်းကြုတ်စွာ လေကြောင်းမှ တိုက်ခိုက်ခြင်းများ၊ ဗုံးကြဲတိုက်ခိုက်ခြင်းများ၊ ရက်စက်စွာသတ်ဖြတ်ခြင်းများ၊ ညှင်းပန်းနှိပ်စက်ခြင်းများ၊ မတရားဖမ်းဆီးထောင်ချခြင်းများ၊ မုဒိန်းကျင့်ခြင်းများ နှင့် အိုးအိမ်များ၊စားသောက်စရာများ ဖျက်ဆီးခြင်းတို့ကို ၂၀၂၁ ခုနှစ် ဖေဖော်ဝါရီလ ၁ ရက်နေ့ကတည်းက လုပ်ဆောင်နေခဲ့ပါသည်။

          ကုလသမဂ္ဂအထူးကိုယ်စားလှယ်၏ မကြာသေးမီက ထုတ်ပြန်ခဲ့သော မြန်မာနိုင်ငံရှိ လူ့အခွင့်အရေး ချိုးဖောက်မှုအခြေအနေများအကြောင်းထုတ်ပြန်ချက်တွင် စင်ကာပူနိုင်ငံသည် စစ်အုပ်စုအတွက် လက်နက်များ၊ လက်နက်နှင့် ဆက်စပ်ပစ္စည်းများ ရောင်းချနေသော  တတိယမြောက်အကြီးဆုံးနိုင်ငံဖြစ်ပါသည်။ ထို့အပြင် စစ်အာဏာသိမ်းရန်စတင်သည့် အချိန်မှစ၍ အနည်းဆုံး စင်ကာပူလက်နက်ကုမ္ပဏီ ၁၃၈ ခု မှ စစ်အုပ်စုသို့ အမေရိကန်ဒေါ်လာ ၂၅၄ သန်းဖိုးအထိ လက်နက်များကုန်သွယ်ရောင်းချခဲ့သည်အကြောင်းလည်းပါရှိပါသည်။

            စင်ကာပူနိုင်ငံသည် စစ်အုပ်စု၏ခရိုနီများအတွက် စီးပွားရေးအချက်အချာကျသည့် နိုင်ငံတစ်ခုအဖြစ်လည်းပဲ ရပ်တည်လျက်ရှိပါသည်။ တေဇနှင့် နိုင်ထွဋ်အောင် ကဲ့သို့သော ခရိုနီအချို့သည် မြန်မာပြည်သူများ၏ဘဝများကိုဖျက်ဆီးပြီး အကျိုးအမြတ်များရရှိကာ စင်ကာပူနိုင်ငံရှိ မြို့လည်ခေါင်တွင် လူ့စည်းစိမ်အပြည့်ဖြင့် ခမ်းခမ်းနားနားနေထိုင်လျက်ရှိပါသည်။

          ယူကေနှင့် ယူအက်(စ်)တို့မှ အရေးယူပိတ်ဆို့ခဲ့သော ရွှန်းကုမ္ပဏီအုပ်စုသည် စင်ကာပူနိုင်ငံတွင် ဆက်လက်လည်ပတ်လျက်ရှိပြီး ၎င်းကုမ္ပဏီသည် စစ်အုပ်စု၏ အရပ်သားပြည်သူများအား ပစ်မှတ်ထားတိုက်ခိုက်နေသော လေကြောင်းတိုက်ခိုက်မှုများ ဆက်လက်ဆင်နွှဲရန်လိုအပ်သော လေယာဉ်ဆီများရောင်းချဖြန့်ဖြူးလျက်ရှိပါသည်။

                စင်ကာပူမှစီးပွားရေးလုပ်ငန်းများသည် စစ်အုပ်စုနှင့် ၎င်းတို့၏ အပေါင်းအပါများအတွက် ငွေကြေးလွှဲပြောင်းခြင်းများ လုပ်ဆောင်လျက်ရှိနေခြင်းက စစ်ရာဇဝတ်ကောင်များအား ကူညီထောက်ပံ့နေခြင်းဖြစ်ပြီး စစ်အုပ်စု၏ နိုင်ငံတကာအဆင့်ရာဇဝတ်မှုများကို ကူညီထောက်ပံ့နေခြင်းဖြစ်ကြောင်း သိသာထင်ရှားလျက်ရှိပါသည်။ သို့သော် ထိုလုပ်ရပ်များသည် ရပ်တန့်နိုင်သည်ဖြစ်သောကြောင့် အဆုံးသတ်ရမည်ဖြစ်ပါသည်။

              စင်ကာပူအစိုးရသည် စစ်အုပ်စုထံလက်နက်များနှင့် အရပ်ဖက်-စစ်ဖက်သုံး ကုန်ပစ္စည်းများရောင်းချနေသော စင်ကာပူကုမ္ပဏီများအားစုံစမ်းစစ်ဆေးမည်ဟု ကတိပြုခဲ့ပြီး United Overseas Bank (UOB) ဘဏ်သည်လည်း မကြာသေးမီကပင် မြန်မာနိုင်ငံနှင့်ပတ်သက်သော ငွေကြေးလွှဲပြောင်းခြင်းများအပေါ် ကန့်သတ်ပိတ်ဆို့ခဲ့ပါသည်။

            စင်ကာပူအစိုးရအနေနှင့် အောက်ပါအချက်များအား လုပ်ဆောင်ပေးပါရန် တောင်းဆိုလိုက်ပါသည်။

၁. စစ်အုပ်စုထံ လက်နက်များ၊ အရပ်ဖက်-စစ်ဖက်သုံးကုန်ပစ္စည်းများ၊ နည်းပညာများ၊ လေယာဉ်ဆီများအပါအဝင် စစ်အုပ်စုနှင့်ဆက်စပ်သောငွေကြေးလွှဲပြောင်းမှုများ တိုက်ရိုက် (သို့မဟုတ်) သွယ်ဝိုက်သောနည်းလမ်းဖြင့် လွှဲပြောင်းရောင်းချနေခြင်းများရပ်တန့်ရန်အတွက် ဒဏ်ခတ်ပိတ်ဆို့မှုများပြုလုပ်ပေးရန်။

၂. စစ်အုပ်စု၏ စင်ကာပူဘဏ္ဍာရေးစနစ်များအသုံးပြုနေမှုနှင့် စစ်အုပ်စုပိုင်ဆိုင်သော ဘဏ်များအားပိတ်ဆို့ တားမြစ်ပေးရန်။

၃. စင်ကာပူနိုင်ငံမှတဆင့် စစ်အုပ်စုထံသို့ လက်နက်များ၊ စစ်ဖက် -အရပ်ဖက် နှစ်မျိုးသုံး ကုန်ပစ္စည်းများနှင့် နည်းပညာများကို လွှဲပြောင်း ရောင်းချခြင်းတို့ ပါဝင်ပတ်သက်သော စင်ကာပူအခြေစိုက် ကုမ္ပဏီများအား လူသိ ရှင်ကြား စုံစမ်းစစ်ဆေးမှုများကို ပို၍ မြန်ဆန် အလုပ်တွင်စေရန်နှင့် ပိုမို ဆောင်ရွက်ရန်။
